Saudi Import Documents: A Pre-shipment Checklist

Organise supplier documents, product-specific questions and responsibilities before a Saudi Arabia import shipment.

Collecting documents before dispatch gives the importer, supplier and customs broker time to resolve inconsistencies. Start with the actual products and import procedure, then agree who prepares, checks and submits each document.

This checklist draws on ZATCA’s Import Instructions page. It organises preparation work; the appointed importer or broker should confirm the requirements for the specific consignment.

Start with the official document list

ZATCA lists a commercial invoice and bill of lading. It also lists a certificate of origin, noting that it is unnecessary where the country of origin is clearly established. Do not turn that qualification into a blanket exemption: ask the broker how origin will be established for your shipment.

Keep the invoice description, quantities and parties aligned with the actual purchase and transport records. Ask the supplier to correct discrepancies before submission and retain the final agreed versions.

Identify requirements tied to the goods

The same guidance notes that some goods require further documentation, including an IECEE certificate for products to which that requirement applies, or registration with the relevant authority. It directs importers to check the customs tariff or consult a broker about product-specific conditions.

Prepare a review list by product or model. Record the intended use, origin and any certification information already available. Ask the broker to mark each item as confirmed, missing information or requiring further action. A certificate held for one product should not be assumed to cover every product in the order.

Assign responsibility for submission

ZATCA’s guidance describes advance clearance through Fasah and refers to completion at least 48 hours before arrival. Plan the document handover with the appointed broker early enough to confirm the applicable deadline and resolve missing information.

Identify who supplies the data, who reviews it, who files the declaration and who handles follow-up requests. Keep a current shipment reference and a named contact for each role.

Use a simple document register

For each document, record its owner, expected date, received version, review status and unresolved questions. Keep commercial records separate from informal estimates or draft supplier quotations. When a file changes, make sure the party preparing the declaration receives the revised version.

An archived buyer report mentions difficulty using Fasah/ZATCA. That report does not diagnose a system fault. If your own submission stalls, record the specific step and reference, then ask the appointed broker or official support channel for the next action.
